CYNTHIA WELCH
President
As the founder of the company, Cyndi has built CNC Civil Services with 30 years of experience in budget financial analysis planning and execution. Her background includes development of robust financial spend plans and Navy budgets according to policies, procedures and internal controls to advise leadership on business improvement strategies. As the president of the firm Cyndi plans, organizes, directs and controls the company’s strategic and operational activities to ensure a satisfactory return on investments. Cyndi established and manages the company’s executive management team, develops and implements organizational objectives, strategies, policies, tactics, and rules in collaboration with other members of the executive management team. She allocates responsibilities, duties, authority, and determine the level of accountability of each member of the executive management team.
NANCY HALL
VP of Finance
Nancy is an accomplished professional manager with proven success in accounting and contract management to achieve the organization mission. Her superior communication skills that provide for easy interaction with executives, regulatory agencies, clients, vendors and staff. Nancy holds excellent administrative and accounting abilities combined with strong interpersonal and leadership skills to produce cost-effective results. Including demonstrated technical proficiency in spreadsheets, word processing, and accounting software, Nancy is knowledgeable of and skilled in GAAP, AP, AR, P&L, payroll, budgets, forecasts, audits and profitability tracking. While managing all finance and accounting operations including corporate accounting, regulatory and financial reporting, budget and forecasts preparation, development of internal control policies and procedures, Nancy manages all accounting operations including Billing, A/R, A/P, GL, and Job Cost, coordinates and directs the preparation of budget and financial forecasts, prepares and distributes monthly financial job cost reports, ensures quality control over financial transactions and financial reporting, manages and complies with local, state, and federal government reporting and requirements and tax filings, and performs additional controller duties as necessary.
CODY SMITH
VP of Operations
Cody is an accomplished Vice President with more than 18 years of experience providing utility locating, designating and mapping services for state agencies, municipalities and private clients. Cody successfully provides hands-on management of every project and works closely with each client to determine needs, schedule constraints and expectations. Cody provides daily management of employees and client interaction in relation to underground utility investigation project management. His responsibilities include, proposal preparation, employee oversight, and CADD processing. Cody has strong experience in preparation of proposals and coordination with clients prior to work beginning in the field, overseeing excavation and documentation of vacuum test holes to verify underground utilities. He has successfully coordinated traffic control operations and worked with local police to ensure a safe working environment.
MAHMUT AGBA, P.E.
VP of Engineering
Mahmut has nearly 20 years of experience in the civil engineering industry. He has strong leadership skills, providing direction and supervision to design team members including project managers and engineers, team engineers, and designers. Mahmut has prodigious skill in managing all project facets, including stakeholder communications & reporting, developing and managing team cohesiveness, project scheduling, budget & contract management, project permitting & compliance, and client relations. He has managed large, complex projects from concept to construction with ease, and as a seasoned civil engineer in the DC region, Mahmut’s design expertise includes wide range of civil engineering tasks. Mahmut holds a Master of Science degree from University of Baltimore in Management Information Systems and a Bachelor of Science degree from Istanbul University in Civil Engineering. Mahmut is licensed professional engineer registered in DC, MD, and DE. Also, he is an active member of American Society of Civil Engineers and DC Building Industry Association.
